As election looms, Union Bay candidate, husband deny allegation

A Union Bay couple denies any third-party involvement before the Union Bay Improvement District and Kensington Island Properties ratified a water treatment agreement, in response to an allegation by UBID board chair Alan de Jersey.

Carol and Dave Molstad, members of the Taxpayers for Accountable Governance (TAG) group in Union Bay, say they did not see a draft or final agreement between the two parties until the document had been posted on the UBID website.

"This whole thing has been done for political purposes," said Carol, who is vying for a UBID trustee position. "It is a sad commentary that something as important for Union Bay as the Kensington development has been made into a political football. Union Bay deserves better."

de Jersey said the computer provides evidence the Molstads authored two documents outlining questions and concerns submitted by trustees Cleve Goldswain and Bruce Livesey, both TAG members, who said they were unable to endorse the water agreement. The names Dave and Carol appear in the author category, displayed under 'File' and 'Show Properties' in the drop-down menu of a computer document.

"Maybe they lent their computer to Bruce and Cleve," de Jersey said. "The document was questioned line by line by line."

In a statement, Goldswain and Livesey said they were not invited to participate in discussions or meetings when drafting the agreement, which they feel was rushed through the board approval process. They also feel public input was not sought before final approval.

"We are concerned that due diligence may not have been done," the statement says.

Union Bay residents have an opportunity to elect two trustees at Saturday's AGM, which begins at 2 p.m. at the community centre.

Besides Carol Molstad, the candidates include TAG member Anne Alcock, and incumbents Denis Royer and Dave Godfrey.

Royer is concerned tax cuts proposed by the TAG group might prevent projects such as a new firehall from coming to fruition.

"TAG and Anne and I have never said we are going to cut taxes," Molstad said, adding TAG stands for good government. "We want government to be open and accountable."
