Zoning bylaw amendments allow for the construction of 1,000 units between Phases 4 and 5 of the project.

The company received first and second reading on Phase 4 bylaws in 2007, but the application was stalled due to the lack of available water connections and sewage treatment capacity. The following year, Coal Valley applied for Phase 5 which includes single and multi-family units, a seniors care facility and commercial services.

Couns. Kate Greening and Gwyn Sproule opposed the bylaws and covenant in last month's vote.

Village staff is regularly meeting with Trilogy officials to review details of the proposed Discovery Centre development. Staff is finalizing an agreement to allow the Vancouver-based company to construct a water service extension along Cumberland Road to service the land.

Mayor Fred Bates helped install the last residential water meter on Tuesday, in conjunction with World Water Day. The symbolic installation  concludes the first phase of the water meter project in Cumberland. The next phase will be completed this year, with water meters installed at commercial and industrial properties.

The Village is reviewing the hiring of a new fire chief and bylaw enforcement office to replace Ken McClure, who has accepted a new position in Golden in the northeast reaches of B.C.
